Sergey Aksyonov: YIEF is a Tool to Attract Investments to Crimea

Sergey Aksyonov, the Head of the Republic of Crimea, presided at a regular meeting of the Organizational Committee of Yalta International Economic Forum (YIEF) held in Simferopol.

“One of the tools to attract investments to the territory of the Republic of Crimea is our main business event – Yalta International Economic Forum. The success of its implementation and the efficiency of the projects presented there will be one of the factors affecting replenishment of the Crimean budget and possibilities of the republic’s development. Without favorable investment climate there will be no advancement,” said Mr. Aksyonov, who heads the YIEF Organizational Committee.


Andrey Nazarov, Co-Chairman of Delovaya Rossiya and Head of the Board of YIEF Foundation, stated that the planning of the program for YIEF-2017 is nearly accomplished. Mr. Nazarov claims that the first day of the Forum will witness 21 sectional meetings and opening of the exhibition of investment areas and projects offered for implementation in the Republic of Crimea. "Twelve sections will be held at the main Forum site – in MRIYA RESORT&SPA hotel. The other sections will be traveling ones, they will take place on several sites on the Crimean Southern shore, including the Livadia Palace," said the Head of the Board of YIEF Foundation. One of the thematic discussions at the Forum will be devoted to the work of the Crimean Free Economic Zone.

While telling about the YIEF program for the second day, Andrey Nazarov reminded that the first thematic block of the large plenary meeting of the Forum will be dedicated to the global economic trends. "The situation in the world, Russia, and Crimea will be considered from the international investors' point of view. There will be foreign speakers and foreign moderator," noted Mr. Nazarov.

On the third day of the Forum the Head of the Republic of Crimea intends to hold individual meetings with entrepreneurs and potential investors, where plans for specific investment projects can be discussed.

"We will accept everyone. With ministers present we will assign a responsible person who will support each and every business project," claimed Mr. Aksyonov. The meeting of the Organizational Committee decided to open a virtual reception room of the Head of the Republic of Crimea at the Forum's website that will enable the event participants to find time to meet the region's head.


Andrey Melnikov, Minister for Economic Development of the Republic of Crimea, claimed that YIEF-2017 can introduce a number of investment areas for implementation of business projects within the agricultural sector.

"We have about 10 to 12 large-scale agricultural enterprises that are in rather poor condition, and some of them have been assigned with support on their way out of bankruptcy. We are ready to re-assign them from the Ministry of Agriculture as investment areas, and if we manage to prepare such land slots before the Yalta forum, we will present them at the event," said Mr. Melnikov.

Anna Kovalenko, Deputy Minister for Economic Development of the Republic of Crimea, informed that investors who will attend the Forum are likely to be presented with offers related to development of Dzhankoy Machine-Building Plant, creation of inter-polyclinic outpatient center, horticultural complex, winemaking manufacture, power distillation complex, and ceramic panels manufacturing plant.


Sergey Lazutkin, Director of the YIEF Foundation, acknowledged that a number of foreign diplomats, including Ambassadors of Nicaragua and Dominican Republic in Russia, as well as the Consul of the Russian Federation in Ancona, have confirmed their participation in the Forum.

Mr. Lazutkin outlined the progress of the invitational campaign, work with potential partners, and other organizational issues related preparation to the Forum. "Within the framework of business events held within last six months, we have held negotiations with Serbian and Bulgarian political parties that also expressed their interest in attending the Forum," said Sergey Lazutkin.

The Yalta International Economic Forum (YIEF)
is an annual business event in the sphere of economics held in Crimea. Sergey Aksyonov, the Head of the Republic of Crimea, and Andrey Nazarov, Co-Chairman of All Russia Public Organization “Delovaya Rossiya”, preside at the Organizational Committee of YIEF-2016. The forum is organized by the Government of the Republic of Crimea and the Yalta International Economic Forum Foundation with the support of the Administration of the President of the Russian Federation.

YIEF-2016, held on 14–16 April 2016, was visited by more than 1,100 people: government officials, members of the business community, and economics experts. Among them there were more than 70 international representatives from 26 countries: politicians, business persons, and other opinion leaders. This is the largest group of foreign guests to come to Crimea on a business visit since the reunification of the Crimea with Russia.

During YIEF II, 12 investment agreements with the total sum exceeding 70 billion rubles were signed, and a mechanism to protect foreign investors wishing to work in Crimea from the negative impact of Western sanctions was developed. The Forum saw the signing of a 32-billion-ruble contract to build a terminal at Simferopol airport, the most ambitious investment project in the recent history of the Republic of Crimea.

YIEF-2017 will take place for three days - 20, 21, and 22 April. Panel sessions will be held on the first day of the Forum, with more than 10 thematic discussions in three branches. Many YIEF attendees will be practically interested in the sections dedicated to the issues of product export from Crimea, operation of the Crimean Free Economic Zone and Free Customs Zone, and title registration. The main Forum site, like in previous years, will be MRIYA RESORT&SPA, but a few discussions of the first day of the Forum will be held in other locations, including the White Hall of the Livadia Palace, where the famous Yalta Conference took place in 1945.

The Forum's central discussion – large plenary meeting – will take place on the second day of the event. The major discussions will be divided into three thematic blocks: "World", "Country", and "Human". The World block will be dedicated to discussions of the economic situation in Russia from the international business point of view. Within the Country block discussion participants will focus on the perspectives of formation of innovational economy compliant with the challenges of tomorrow in Russia. The Human block will be devoted to the social and environmental protection aspects.

The organizers also plan to include, for the first time ever, several cultural events into the Forum program, ensuring that such events can be attended by both Forum visitors and inhabitants of Crimea. An important part of YIEF-2017 will be sport events for the business forum attendees.
